Strategic Session of the Coalition "Health Solutions for Social Inclusion"

Recently, a strategic session of the Coalition was held, facilitated by Oleksandra Baklanova, aimed at developing changes to the MSEC and VLC reforms.

Olexandra is an experienced strategy and change management consultant, specializing in complex cases that require the integration of various competencies. After working at the European headquarters of SONY, she joined the team that founded the Kyiv-Mohyla Business School, where she also served as a strategic advisor for an investment bank. In addition to her business career, Olexandra actively teaches at the Ukrainian Catholic University Business School and is involved in social and cultural projects, underscoring her commitment to societal development.

Reforming the Medical and Social Expert Commissions (MSEC) and Military Medical Commissions (MMC) in Ukraine is critically important in the third year of the war, as these institutions must effectively address the growing needs of veterans and civilians affected by the conflict. Improving their operations will help ensure adequate medical and social support, which is essential for the recovery and integration of individuals into society. Health Solutions actively collaborates with government bodies and partner organizations to develop long-term strategies for optimizing these processes.

During the session, key issues within the system were discussed, and we generated new approaches to address them. Our Coalition "Health Solutions for Social Inclusion" brings together influential organizations that represent the interests of their target audiences:

We thoroughly discussed the current challenges in the system, particularly the lack of support for people with disabilities, including rehabilitation, housing, and services. Issues related to the definition of "person with disability" and its distinction from "person with stable functional limitations" were identified.

We outlined key directions for reform, including improving the definition of disability, optimizing the service package, and ensuring access to services. We also emphasized the importance of digitizing processes and implementing accessibility standards to ensure that all changes are transparent and effective.
