The charitable foundation "Health solutions" was established at the intersection of two areas of expertise: law and healthcare.
This dual focus enables us to not only deeply analyze societal issues from various perspectives but also to propose innovative, comprehensive solutions, advocating for them at both the community and ministry levels.
Our goal is to redefine the concept of health—from a sector-specific medical term to a broad cultural one—permeating all policies at the state, community, and individual levels.
"Health solutions" was created to make health an integral lens through which all societal transformations should be viewed.

the foundation serves not only as an analytical center but also as a dialogue platform that brings together experts from various fields, including culture, education, science, healthcare, social protection, and public administration.
Because health is not merely the absence of disease; it is the highest attainable level of well-being, fully integrated into society.
We focus our efforts on building the "Healthy Community" model, inspired by the German Gesundes Kinzigtal model, and supporting emerging state institutions (such as the National Health Service of Ukraine, the State Tillage Operator, and the Department of Health at the Ministry of Defense) in transforming laws and policies in healthcare and related areas.
Founders of the Foundation
The charitable foundation is the legal successor and continuation of the "Public Health" program initiated by the International Renaissance Foundation.
The establishment of "Health solutions" was preceded by:
- The Public Health Program of the International Renaissance Foundation (led by Victoriia Tymoshevska since 2008)
- Nine years of the Kharkiv Expert Group supporting healthcare reform and the "medical" direction of the ILF law firm (led by Tetiana Havrysh)
- Three strategic sessions with thought leaders from various fields and experiences
The foundation was established on December 6, 2022.

- Tetiana Havrysh, Leading Expert of the Foundation, Leader of the Kharkiv Expert Group supporting healthcare reform, Managing Partner of ILF
On April 5, 2023, the foundation officially announced the commencement of its operations.
We support not only the Ministry of Health and the National Health Service of Ukraine but also advocate for the creation of the Department of Health at the Ministry of Defense to develop qualitatively new policies aimed at preserving human capital in the country.
We collaborate with various national and international partners, including the World Health Organization, the World Bank, and the German Medical Association. A full list of our partners is available here.

International Renaissance Foundation
