"Health Solutions" Foundation actively supports reforms in the medical field and advocates for the implementation of medical self-governance in Ukraine. The primary goal is to ensure the independence of doctors, enable their legal practice, and introduce new standards and procedures that will allow doctors to operate within the framework of a new system.
The changes proposed under the draft Law "On Self-Governance in the Healthcare Sector in Ukraine" have the potential to significantly improve the situation. The suggested innovations will enable doctors to access professional practice through a digital registry, ensuring transparency in the selection of doctors and opening opportunities for establishing their own medical practices. This will allow doctors to work not only in state and municipal medical institutions but also in the private sector, enhancing the quality of medical services.
The implementation of self-governance will also ensure greater accountability of doctors to patients. Doctors will be able to issue official certificates and conclusions, taking responsibility for treatments, which will be an important step towards reducing the "shadow" market of medical services.
Reforms aimed at medical self-governance could significantly improve the healthcare system in Ukraine, making it more transparent and efficient. However, it is crucial to continue working on refining legislation to prevent potential abuses and ensure the effective implementation of reforms.
We urge all interested parties to support these changes and actively engage in the reform process so that Ukraine's healthcare system can truly become modern, effective, and responsive to patient needs.

What Has Been Accomplished?
- Organized interaction with medical chambers in Central and Eastern Europe
- Revised the bill in six versions based on feedback

- Launched a training project: conducted the first webinar with the German Medical Chamber
Over the past year, we have not only initiated a partnership with the German Medical Association, which represents all doctors in Germany, but also redefined this partnership with Ukraine, which had been stalled for the past ten years.
This collaboration has allowed Health Solutions to represent Ukraine on the platform of medical chambers in Eastern and Central Europe and to actively engage German colleagues in the process of working with Ukrainian partners to establish medical self-regulation in Ukraine.
Among the interim results of this work: medical self-regulation in Ukraine has become one of the priorities in the Agreement between the Ukrainian Ministry of Health and the German Federal Ministry of Health, signed in Berlin on February 2, 2024.
One of the projects we have started with the support of the Zentrum Liberale Moderne Foundation (Germany) focuses on strengthening the interaction between the Verkhovna Rada Committee on Health and the Bundestag Committee on Health. This aims to advance European integration at the legislative level and coordinate assistance to Ukraine's healthcare sector amid the aggression of the Russian Federation.
