Transforming military medicine principles to align with human dignity principles

The study on the state of military medicine, initiated by the first Chair of the Supervisory Board, Arsen Zhumadilov, led to the creation of the Department of Health in the Ministry of Defense. This department is now engaged in the reform of the Military Medical Commission (MMC), tactical medicine, and the creation of conditions for interoperability between civilian and military medicine. Currently, a memorandum of cooperation has been signed between the Foundation and the Ministry of Defense, under which we oversee the development of the institutional capacity of the newly established entity and represent it in interactions with international partners.

What Has Been Accomplished?

  • Created the Department of Health within the Ministry of Defense of Ukraine
  • Conducted a comprehensive study and prepared the report “Human and Military Medicine: A Comprehensive View”
  • Presented the study to the Ministry of Defense and the Coalition of NGOs
  • Translated and presented the report to the EU Delegation
  • Engaged international experts in discussing the priorities and challenges of the reform

As a result of the close collaboration between Health Solutions and the International Renaissance Foundation, based on the IRF program Civil Resilience, a coalition of NGOs named “Healthy Solutions for Social Inclusion” has been established, including:

  • UGSP (Ukrainian Helsinki Human Rights Union)
  • Ukrainian Health Center
  • NGO Fight for Rights
  • Foundation “Patients of Ukraine”
  • Foundation “Right to Protection”
  • Foundation “Eastern Star”

This collaboration allows for the coordination of these organizations’ joint activities in projects aimed at reforming the MSEC (Medical-Social Expert Commission), MMC(Military Medical Commission), veteran rehabilitation, and also provides a strong voice for civil society alongside government institutions such as the Ministry of Health, Ministry of Social Policy, and Ministry of Veterans Affairs.
