This week, a conference titled "Comprehensive Home Care for People" was held, organized by the One Health agency within the framework of the Ukrainian-Swiss project "Acting for Health." The event focused on establishing medical and social interaction to ensure people do not remain without the necessary assistance.
The discussion centered on a high-quality care system for immobile and low-mobility individuals, challenges faced by healthcare and social service providers, and support for caregivers.
Co-founder and Executive Director of the "Health Solutions" Charitable Foundation, Viktoria Tymoshevska, shared her vision of building a healthy community model in Ukraine:
- For us, a healthy community model is a very realistic and necessary approach in the Ukrainian post-war recovery context. On one hand, it requires the rational use of available resources, and on the other, the introduction of new approaches.
- Demographic indicators are concerning: We understand that in terms of workforce potential, the number of people will not increase. Therefore, every person who can receive the necessary social service and reintegrate into society is extremely important to us.
- We approach community health building with two main objectives:
- first, to maximize the preservation of human capital;
- second, to ensure that individuals receive proper social and medical services, allowing them to remain actively involved in society.
- A healthy community model is also an economic model: It achieves economic benefits by investing in prevention, care, and medical and social support. This helps reduce costs for inpatient care, decreases emergency cases, and ultimately keeps individuals economically active regardless of their status.
- Local self-government plays a crucial role in implementing this model. It not only manages resources but also acts as an integrating force that addresses the needs of the community. By forming such an integrated body, we can make decisions at the local level and allocate part of the municipal budget for community services.
- A strong and capable community involves not only representatives of healthcare departments and social service providers but also local businesses, educators, and various civil organizations. Businesses are interested in ensuring that they do not lose employees who frequently drop out of the workforce due to health conditions.
- We encourage communities to shift from scattered funding to diversified financial sources. In healthcare, most expenses typically go toward maintaining medical institutions and purchasing medications. The least funding is allocated to a healthy lifestyle, prevention, and early intervention. A healthy community model helps alleviate pressure on the social and healthcare systems.
- We strive for individuals to receive the necessary services within their own community and for communities to ensure diversified financial sources. No country in the world has a single institution capable of covering such needs alone. Funding must come from a combination of healthcare budgets, social sectors, businesses, donations, and individual patient contributions. Only by ensuring this financial diversity and integration can we achieve real results.
