On December 14, we held the final conference marking a key moment in our project, which began with the support of the International Renaissance Foundation. This event set the direction for the next steps toward creating a healthier community.
Project Overview: "Healthy and Capable Community"
Over the past six months, with the support of ULEAD with Europe, our Foundation implemented the "Healthy and Capable Community" project in five Ukrainian communities: Bucha, Skvyra, Mukachevo, Kramatorsk, and Pervomaisk in Kharkiv region. The project's goal was to establish "integrator" working groups focused on community health.
The integrator is a tool designed to work with data to identify optimal solutions for the health of local residents. It consists of a team of experts who gather and analyze data, with a deep understanding of the community’s context. The integrator acts as a bridge between the real health needs of patients and the decisions made by local authorities about public health. It helps communities manage population health effectively, fostering the development of the local healthcare system.

Key Participants: Who Makes Up the Integrator Teams?
The integrator working groups include representatives from local government, medical institutions, educational establishments, and civil society. Their primary task is to collect and process data related to the health of the community and propose solutions to local authorities based on this information.
The Final Conference: Sharing Results and Insights
The final conference served as a platform for the participating communities to share the results of their six months of work, interventions aimed at preserving health, and targeted program projects that could transform health management practices. Particularly valuable was the fact that this work was carried out in the context of ongoing conflict.
Moving Toward a Healthier Future: Expert Insights
"Our goal was to create a movement within the communities that would encourage local authorities to adopt a new approach to budgeting and health management. A 'healthy community' is the future of Ukraine, and this movement should become viral,"
Tetyana Havrysh, co-founder of the Foundation "Health Solutions for an Open Society" and one of the project’s initiators.
Viktoriya Tymoshevskaya, co-founder of "Health Solutions," emphasized: "The Bucha community, despite experiencing occupation and destruction, still focused on the future — planning for a community where people would want to stay. Likewise, the frontline communities of Pervomaisk and Kramatorsk, where survival seemed to be the only priority, also concentrated on long-term planning."
The project’s expert component was provided by specialists from the German company OptiMedis, the Kharkiv Expert Support Group for Medical Reform, and experts from our Foundation. "Each community has its own characteristics, so our experts helped adapt the integrated care models developed by OptiMedis to fit the unique context of each community," explained the team.
